TITLE:               Clinic Operations Manager         

REPORTS TO:     Director of Programs

The Clinic Operations Manager is responsible for the efficient and effective operation of the clinic including the medical team, front desk administrative support, clinic case managers, and health education team. The position supervises all medical providers and the supervisors for the various sub teams. The position also oversees multiple volunteers and external contractors.

Duties and Responsibilities:

    Operational Leadership:
  • Ensure all clinic services are being provided in the context of our nine guiding principles for helping youth overcome homelessness (journey oriented, trauma informed, non-judgmental, harm reduction, trusting youth-adult relationships, strengths-based, positive youth development, holistic, collaboration).
  • Provide leadership/oversight of daily clinic and program functions.
  • Ensure appropriate staffing levels on all teams to provide excellent service to clients and maximize revenue.
  • Develop and implement systems and policies to increase efficiency, decrease barriers for clients, and foster cross-team collaboration.
  • Work with clinic staff and an external contractor to maintain and improve the EHR system including troubleshooting issues, making changes to improve efficiency, development of new templates/tools, and managing system updates.
  • Work closely with the clinic staff and Director of Programs in creating and implementing appropriate new clinic programming that meets the needs of our target population.
  • Ensure that barriers to access for clinic patients are reduced or eliminated.
  • Stay informed on clinic best practices, current health information and trends and update policies as needed.
  • Use data from program evaluation, community assessments and patient satisfaction surveys to improve program services and provide meaningful reports to funders.
  • Ensure that all clinic operations comply with the highest standards around diversity and cultural competency
  • Provide leadership in the development and implementation of long term strategic goals for the agency and the clinic.
  • Serve on the agency Management Team, providing leadership regarding strategic direction and integration of program services.

New Patient Recruitment

  • Ensure that there is a marketing strategy including outreach events planned and implemented for recruiting new patients in the clinic.
  • Develop relationships and partnerships with other clinics and community services.

Staff Management and Leadership:

  • Provide direct supervision for all medical providers and the supervisors for the various sub teams (Health Education, Case Management, Clinic Support, and Patient Services).
  • Oversee hiring, onboarding, and ongoing training for all clinic staff.
  • Provide performance evaluation for assigned staff, including goal setting, professional development, performance improvement and assessment of training needs.
  • Identify and resolve staffing problems and conflicts.

Financial & Grant Management:

  • Oversee all clinic-related grants including development of budgets and work plans, ensuring goals are being met, regular reporting to funding agencies, and grant budget management.
  • Provide leadership in the development of the clinic budget.
  • Manage the budget throughout the year to assure that revenue meets expenses.
  • Monitor the financial performance of the clinic by overseeing patient charges, assessing appropriate coding of visits, tracking expenses and inventory, and monitoring client insurance rates.

Compliance & Safety:

  • Ensure compliance with legislation and regulations related to health care clinics (HIPAA, OSHA, CLIA, etc.)
  • Maintain current knowledge of professional licensing and scope of practice requirements for clinical staff, ensuring that staff maintain required licenses and credentials.
  • Ensure all staff are working within their appropriate scope of practice.
  • Provide leadership and follow up with regard to incidents, errors, and other patient service issues as needed.
  • Oversee appropriate actions related to safety and emergency preparedness.

Typical Physical Demands and Working Conditions:

  • Combination of clinic and office environment requiring use of office equipment, including computer.
  • This position works during normal business hours and may include evening and/or weekend hours.
  • The building is accessible and smoke free.

    Education and Experience
  • Bachelor’s degree in public health, human services, health administration, business administration, nursing or other related fields and/or a minimum of five (5) years supervisory or management experience, preferably within a community based or non-profit health clinic.
  • Master’s Degree in public health, nonprofit administration, health administration or other related field a preferred.

  • Excellent verbal and written communication skills.
  • Ability to communicate clearly, compassionately, directly and openly.
  • Strong people management and team work skills to effectively work through conflict, lead change and motivate employees.
  • Strong organizational skills and ability to manage multiple projects, coordinate schedules and handle details.
  • Experience with Electronic Health Records (preferably NextGen).
  • Ability to work independently utilizing a high degree of problem-solving skills.
  • Strong computer and software skills.
  • Ability to work in a team setting.
  • Reproductive health care, family planning and/or adolescent health care experience preferred.
  • Ability to maintain client confidentiality.

  • Ability to think strategically about the organization, its mission, and operations.
  • Knowledge of Federal, State and local regulatory requirements.
  • Ability to work effectively with external agencies and vendors.
  • Ability to deal effectively with complaints from patients and the general public.

Hours and Benefits:
This is a full-time position at 37.5 hours a week. Benefits include generous PTO, Holiday Pay, Health and Dental Insurance, Short and Long term disability, and Employer paid life insurance.
